The US Federal Law Enforcement Training Center January 9 2004--The US Federal Law Enforcement Training Center (FLETC), an agency of the Department of Homeland Security, has renewed a contract with SeaSecure LLC, a global leader in maritime security and counter-terrorism consulting, to provide training in maritime security, including port and ship counterterrorism.
SeaSecure has been involved with FLETC for almost a decade and it is extremely gratifying to have been asked back as instructors for 2004. FLETC is the worlds most prestigious law enforcement training center in the world, with students from over 75 law enforcement agencies as well as from foreign governments, said Kim Petersen, SeaSecures President. We look forward to continuing to provide our seaport security and antiterrorism program and highlighting the requirements of the International Ship and Port Facility Security Code and the US Maritime Transportation Security Act of 2002.
SeaSecure provides a senior associate instructor for the FLETC Seaport Security Antiterrorism Training Program (SSATP), which is managed by the Security Specialties Division. Classes are conducted at the Glynco, Georgia training facility, as well as at remote sites, such as the USCG Training Center in Yorktown, Virginia. The SSATP has also been exported to foreign governments in such places as Africa, the Middle East, and Europe.
Maritime security training, including the protection of ships and ports from terrorism, is now required of ship and port operators due to the passage of the International Ship and Port Facility and Security (ISPS) Code. The ISPS Code was adopted by the UNs International Maritime Organization (IMO) to address maritime security at all international ports and the security of ships engaged in international commerce. The ISPS Code has set strict standards for port and ship operators that must be achieved by 1 July 2004.

The Federal Law Enforcement Training Center serves as an interagency law enforcement training organization for more than 75 federal agencies with personnel located throughout the United States and its territories. The Center also provides services to state, local, and international law enforcement agencies, and on a space available basis, other federal agencies with related law enforcement missions.
The Center is headquartered at Glynco, Georgia. In addition to Glynco, FLETC operates a sister facility in Artesia, N.M. FLETC provides support to the U.S. Border Patrol at a site in Charleston, S.C., that is now a part of the Department of Homeland Security. Each of these facilities is designed primarily for residential training operations. A fourth training facility is under development in Cheltenham, Md., and will be used principally for in-service and re-qualification training for officers and agents in the Washington, D.C., area. About Kim Petersen:
In addition to being the President of SeaSecure, Mr. Petersen is also the Executive Director of the Maritime Security Council, which represents over 70% of the worlds shipping. His civilian career has included senior staff positions with former US Secretaries of State Kissinger and Haig. He also served at the US Senate and US Defense Department and is a former Captain in the Armys Special Forces. He has directed security for such companies as Princess Cruises and Renaissance Cruises. He attended Harvard Business School and Virginia Commonwealth University. Kim has frequently given expert testimony before Congress on maritime security and his writings have been published in several journals and books. He has been featured on such programs as CBSs Sixty Minutes, ABCs 20/20, the Evening News with Peter Jennings, and National Public Radio. He is a Visiting Professor at the UNs World Maritime University, and in 2003 the Secretary of Transportation appointed Kim to the Marine Transportation System National Advisory Council.
